  • TRIBAL HISTORIC PRESERVATION

         In 2010 the Santee Sioux Nation's Preservation and Cemetery Board worked on the National Park Service Grant and was awarded in 2010. The National Historic Preservation Act allowed tribes to seek funding to establish a Tribal Historic Preservation Office.  The regulations define the term "THPO" as those tribes that have assumed SHPO responsibilities on their tribal lands and have been certified pursuant to Section 101(d)(2) of the NHPA. Nevertheless, remember that tribes that have not been so certified have the same consultation and concurrence rights as THPOs, when the undertaking takes place or affects historic properties on their tribal lands.  The practical difference is that during such undertakings, THPOs would be consulted in lieu of the SHPO, while non-certified tribes would be consulted in addition to the SHPO.

         The Act also allows tribes to illustrate their interests on lands recognized by Tribal Government as our homeland, which a resolution has declared the State of Minnesota and our original home land.  It is vital through the THPO's office to monitor all Federal undertaking that warrants our office to seek an interest when construction below the surface of recognized land, for a TCP, which is Traditional Cultural Properties. This is NHPA's Section 106 process, that we are heavily involved with.  We are discovering info and we are the voice of our ancestors and mitigate when artifacts or other cultural properties are located.
